I expect the problem boils down to not using the RT Systems driver for the cable, but I don't know how to convince Windows to do otherwise particularly when the FTDI driver has a newer version number than the RT Systems drive. These cables are designed to address the specific computer/radio connection of each particular radio. To provide quality control, each cable is individually tested from radio to computer during manufacture. Windows still chose the 2.12.24 version of the device from FTDI. RT Systems Radio Interface and Programming Cables are assembled in the USA from quality parts to provide improved durability. I removed all of the FTDI devices and re-connected the cable. I used RAPR to poke around in the driver repository. It seems odd to me that the RT Systems programmer wants to open the device by its instance path rather than just opening COM4. It has a similar "FTDIBUS\VID_0403+PID_6015+DA01HBZYA\0000" string in the "Device instance path" setting on the "Details" tab. That device is also from FTDI, dated, with version 2.12.24.0.

Under "Ports (COM & LPT)" I also see "USB Serial Port (COM4)". Unfortunately, I haven't figured out a way to investigate what it installs and/or modifies. The specific file I found is a self-installing executable with the name USBComDrivers21.EXE.

I've already downloaded the drivers from RT Systems. But do I need to turn on CI-V? Or flip any other control settings? A card that came in the package said to turn the GPS off, and I have. I'm also wondering if I need certain settings on my radio.

Why can't the RT Systems software find the cable? I'm sure the cable is connected if I remove it, devices fall out of device manager - if I connect it, devices reappear. Please check that the RT Systems FTDIBUS\VID_2100+PID_9E5F| cable is securely in the USB Port. When I try to read from the radio, I get this error message: I've removed the drivers for the USB cable and the serial adapter device it presents, and followed the manual installation instructions with the downloaded drivers from the RT Systems website. I can't get the radio connected to the software. I've bought the RT Systems programming software and cable kit for it it's a USB-RTS05.
